Who is affected by PPWR?
Regulation (EU) 2025/40 concerns packaging and packaging waste. It covers different supply-chain participants, with different responsibilities for manufacturers, importers and distributors. Buying a finished box does not determine every obligation. Packaging use, own branding, product origin and destination markets also matter.

What information should you collect first?
For each packaging item, collect its name, code, material, mass, intended use and supplier or manufacturer. Attach documents covering the actual variant, rather than any similar product in the same family. Then identify markets and the business role. This separates information gaps from matters already checked against evidence.

PPWR dates and responsibilities within your team
The general application date of PPWR is 12 August 2026. Individual provisions have their own dates, conditions and supporting measures. PPWR, EPR and BDO: connecting the information
PPWR provides the packaging regulatory framework, while EPR means extended producer responsibility. BDO is Poland’s system for registration, records and reporting within its statutory scope. Shared material and movement data can support these workflows, but national reporting and packaging assessments serve different purposes. Check the obligation and settlement process separately for each market.

Yes. Business size alone does not determine the full scope. The role, packaging type, activity and conditions of any exemptions matter.

That purchase alone does not decide the matter. Establish the business role and responsibilities associated with use, supply and the destination market.
Do all requirements apply from one date?
No. The general application date does not replace the dates and conditions attached to individual provisions.
